在焦炉气利用方面，到“十二五”末，山西焦炉气全部回收利用，焦炉煤气的化工综合利用将形成焦化—焦炉气—甲醇—甲醇后加工产业链，尿素、甲醇等传统产业优势地位进一步巩固；将形成煤气化(焦炉气)—合成氨—化肥产业链，该产业链通过煤气化(或焦炉气)生产合成氨、尿素、复合肥和微量元素肥料、缓控释肥、生物化肥等高端产品，满足农业用肥需求，实现支农的目的；将形成以醇醚清洁燃料、甲醇碳一化工和甲醇制烯烃3条产业链为发展主线，全省甲醇(含焦炉煤气制甲醇和煤制甲醇)总产能2011年和2015年分别达到600万吨、1000万吨。
